Guidelines
As per need an applicant may apply for “Re-registration of employment seeker in Employment Exchange” due to any of the following reasons:-
• Profile Update: - This will enable registered Jobseekers to update their profile only in restricted section/fields.
• Inter District Transfer:- This will enable registered Jobseekers to transfer their Employment Exchange from one to another
• Qualification Upgrade/addition:- This will enable registered jobseekers to upgrade their qualification from the previous level to the recent highest level of qualification.
. Update Employment Status:- This will enable registered jobseekers to update their employment status.
There are two ways how citizens may apply for Re-registration in Employment Exchanges:
1) Aadhaar Based: This is the preferred option. Citizens who possess an Aadhaar belonging to Assam may apply for Re-registration in the Employment Exchange.
2) Non Aadhaar-Based: This is applicable only to the candidates whose Aadhaar is blocked due to NRC related issues. They are advised to approach their nearest Employment Exchange.
Below are the guidelines for Aadhaar-based and Non-Aadhaar based Re-registration in Employment Exchange:
For Aadhaar Based Re-Registration:
1. Applicant must possess an existing valid Online registration card.
2. The permanent address associated with the Aadhar card must belong to Assam only.
3. Applicants who are already employed and seeking better employment have to be re-registered only after the production of a “No Objection Certificate” issued by the employer. It is applicable only for permanent and temporary central/state govt. employees.
4. All text box with asterisk (*) symbol is mandatory to be filled up.
5. After successfully submitting of application Employment Exchange Card (X 10) will be issued to his/her registered Email.
6. Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card.
7. Failure to renew the registration even after lapse of grace period (3 months), will lead to cancellation of registration and subsequent removal from Live Register maintained in the Employment Exchange.
8. No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.
For Non-Aadhaar based Re-Registration:
1. Applicant must possess existing valid registration card.
2. The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
3. Applicants who are already employed and seeking better employment have to be re-registered only after production of a “No Objection Certificate” issued by the employer. It is applicable only for permanent and temporary central/state govt. employees.
4. Once a candidate has got registered online and completes the requisite information in the form, he/she will be issued an acknowledgement receipt informing about the stipulated date and time for physical verification of all original documents.
5. The candidate is required to visit concerned Employment Exchange in person for verification of all original documents on stipulated date and time.
6. All text box with asterisk(*) symbol is mandatory to be filled up.
7. After physical verification if documents and certificates are found in order, an Employment Exchange Card (X-10) will be issued. Applicant will receive Employment Exchange Card through his/her Email.
8. Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card by either personally visiting the concerned Employment Exchange or online. A grace period of three (3) months is provided to the registrants.
9. Failure to renew the registration even after lapse of grace period, will lead to cancellation of registration and subsequent removal from Live Register maintained in the Employment Exchange.
10. No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.

REQUIREMENTS
For Aadhaar Based Registration:
1. Existing Registration Card
2. Age Proof: - Birth Certificate/ HSLC Admit card/ School Certificate ( Any one of these three documents)
3. Proof of Residency: -
* Applicants having AADHAAR Card with permanent address within the state of Assam will be allowed to Register Online without visiting the Employment Exchange as per Office Memorandum issued vide no. SKE. 42/2021/32 Dated Dispur the 19th July 2021. (Only for verification of the state of ASSAM)
*Driving License (either self or parents), Copy of Chitha/Jamabandi (either self or parents), Copy of Passport (either self or parents), Certified Copy of Electoral Roll/EPIC (either self or parents).
4. Educational Qualification Certificate: - Pass Certificate (S) and Mark Sheet(S)
5. Caste Certificate in cases of SC/ST/OBC/MOBC/EWS applicants
6. In case of P.W.D (Personswith Disability) candidate –Disability certificate issued by competent authority.
7. Additional Qualification Certificate (if any)
8. Experience Certificate (If any)
9. Non- Creamy Layer Certificate.
10. AADHAAR Card (non mandatory)
For Non-Aadhaar based Registration
1. Existing Registration Card:

Fees:
1. Statutory charges: NIL
2. Service charge (through PFC/CSC) - Rs. 30
3. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page
4. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.
5. Convenience fee - Rs. 10
NOTICE BOARD
NOTICE: It is for information to all concerned that following 3 (three ) nos. of Non AADHAAR based services under Skill, Employment & Entrepreneurship Department are applicable only for those candidates whose AADHAAR Cards have been kept on hold due to NRC related issues and for the sole purpose of applying in the Class III/ IV recruitment process. They will approach the concerned Employment Exchanges for manual verification of documents if eligible otherwise.
