In a bid to encourage entrepreneurship among the youth of Assam, Government of Assam led by Chief Minister Dr. Himanta Biswa Sarma has announced a new scheme during the cabinet meeting held on 12th September 2023. The name of the scheme is Mukhyamantrir Atmanirbharshil Asom Abhiyan. Atmanirbhar Asom is basically an initiative to support the budding youth in their entrepreneurial journey through robust monetary and policy support.
Through this scheme, 2 lakh eligible beneficiaries are to be targeted over the next 2 years - 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25. In this article, we will discuss all aspects of Atmanirbhar Asom 2023 scheme.

Eligibility Criteria of Atmanirbhar Asom Scheme
The beneficiaries of Atmanirbhar Asom Scheme should fulfil the following criteria:
Residentship: Applicant should be a permanent resident of Assam.
Age Limit: The age of the applicant should be within the age range of 28 to 40 years as on 1st April 2023.
Age Relaxation: Relaxation in upper age limit is 3 years for OBC, SC and ST category candidates.
Educational Qualification: Applicant should be minimum Class 10 passed for general category and up to Class 10 for OBC, SC and ST category candidates.
Professional Skills: Applicant should have skills, knowledge, etc. to undertake income generating activities (ITI, Diploma, etc.)
Bank Account: The applicant should have a scheduled commercial bank account opened before 31st December 2023.
Loan Defaulter: Applicant should not have defaulted any loan.
Government Service: Applicant should not belong to a family of govt service holder/ pensioner.
Family: One member per family is only eligible.
Employment Exchange Registration: Applicant must be registered in Employment Exchange of Assam before April 1, 2023.

How to Apply for Atmanirbhar Assam Scheme?
Interested and eligible youths may apply online for availing benefits of these scheme once the official portal goes live. As per information received, the online portal will start receiving applications from 23rd September onwards. Applicants may follow below mentioned steps to apply online for Mukhyamantrir Atmanirbharshil Asom Abhiyan.
Basically, there are two stages of application submission process of this Mukhyamantrir Atmanirbharshil Asom Abhiyan - Registration and Application. As of now, Govt. of Assam has asked all applicants to register their name is official CMAAA Portal. Official application submission link will be updated in due course of time.

# Click on the "Online Registration Form" and a new web page will be opened.
# Register yourself using your basic information.
# In the next stage, again click on "Online Registration Form" Link and Login.
# Fill your all personal and educational details and upload necessary documents.
# After successful completion of all above steps, submit the form.
# At the end, an acknowledgement receipt will be generated against the submitted registration form .
Documents to Upload in CMAAA Portal
Applicants need to upload following documents to complete the online registration process of the Mukhyamantrir Atmanirbharshil Asom Abhiyan. Hence, all are requested to keep these documents ready during the registration process.

Atmanirbhar Asom Scheme itself is going to be one of its kind initiative of Govt. of Assam, as it will generate employment opportunities through the setting up of new entrepreneurial ventures. The scheme seeks to encourage self-income opportunities by promoting micro-entrepreneur youths of BPL families and low-income households.
Here is a list of salient features of Atmanirbhar Asom Scheme.
Atmanirbhar Asom Scheme aims to cover 2 lakh eligible beneficiaries over the next 2 years. Accordingly, 1 lakh youth will be targeted during FY 2023-24 and rest 1 lakh will be targeted in FY 2024-25.

Financial assistance shall be a combination of Government grant plus interest-free Government loan to be repaid after 5 years to establish micro-enterprise/ service units. The beneficiaries, as per their eligibility will receive 2 lakh or 5 lakh in two installments.
Selected beneficiaries will have to undergo 1-month training in selected educational/ skill training institutions for enhancing entrepreneurship, management and accounting skills. During this period, Rs 10,000 shall be granted as stipend to participating beneficiaries.
As a whole, the Mukhyamantrir Atmanirbharshil Asom Abhiyan aligns with the larger national initiative in India, known as "Atmanirbhar Bharat" or "Self-Reliant India," which aims to make the country self-sufficient and resilient across various sectors.
The initiative is aimed at promoting self-reliance and self-sufficiency among the people of Assam by focusing on various sectors such as agriculture, industry, healthcare, education, and infrastructure. The goal is to boost economic development, create employment opportunities, and improve the overall socio-economic conditions of the state.
